This is a rare Hudson Hill Hold, the tag states it fits a 1940 Hudson. It might work on other years as well.
This units purpose is to keep the brakes engaged on a hill when the clutch pedal is depressed even if the brake pedal is released so that the vehicle is not supposed to roll backwards. There is a more in depth detail on this in the pre-stepdown Hudson manuals .This unit will probably need rebuilt. It appears to be complete, but we are not 100% certain.

I had a '49 Studebaker that had this feature. It really works slick and never had any trouble with it. Most of them were generics by 'No Roll'. It's a hydraulic unit, with a mechanical adjustment, so a good clean-up should make it good as new.
I have a NOS one in the original box that I'll probably install on one of my Hudsons.0
