Sometimes, the brake pedal can be very stubborn coming apart after you unbolt it. My suggestion is to slit the donut in half on one side so it can go on the outside of the brake pedal shaft. Once you have it on the brake pedal, you can use weather strip adhesive to put it back together.

It looks like you might already have a donut on the outside? Or maybe that's the arm end poking up through the hole.0

Hudsonguy is right. Looks like yours is absolutely perfect-don't disturb it. The donut goes against the floor and underneath the carpet. This is usually gone and/or a melted gooy mess. The engine side of the seal looks to be intact,should have a spring on it that looks like it is from the door panel eschutions. This ensures a seal at the pedal from the back side.0 -
is that a rubber grommet we see in the floorboard where the pedal shaft comes through? i do not have a step down, but this donut looks very similar to the one on my '35 car that is on the engine side of the floorboard with a spring. how would you get the carpet to lay down over this donut? the '35's had a piece of 1/8" fiberboard material under the rubber floor mat to eliminate the draft. regards, tom0

The rubber you see filling the hole around the brake is actually soft rubber attached to the shaft of the brake. When I press down on the brake it travels with it and seals the hole when I let up.0 -

The rubber donut shown in your picture is a seal which goes behind the carpet/rubber mat when it is installed. The opposite side of the floor panel where the brake pedal extends through the floor is sealed with a multi-element seal made from metal and phonelic material. The seal is installed on the engine compartment side of the floor boards and is held in place by metal tab ears which are inserted through the toe board riser and bend over on the interior side of the riser. These seals are used for both brake and clutch pedals.
The brake and clutch pedal shaft is force fit into the activation portion of each linkage and a nut is tightened to maintain the pedal orientation. If these pedals require removal, the mechanical procedures manual provides the procedure.
The pictured donut is there to provide both dust shield and a bit of quieting for the interior. They are normally not in good condition so you are lucky to have this available.
In reviewing previous posts on this same subject ... a question was asked... what models does the donut appear on? All Stepdowns had these installed or a retrofit was available to install them. They are found on Stepdowns with rubber mats and carpeted front floors.0
