Pardon my ignorance about the "inner and outer" screens, but if you are talking about the original filter proper, there was no paint on them originally. Usually they were soaked in gasoline, blown out with the air hose, and sometimes some folks would put some oil in them, then re-install.
Of course, modern day paper-type filters are a better alternative, if originality isn't a factor.0 -
The outer sides of the elements on my '54 were what appeared to be cad plating and had spots of rust. I thinned-down aluminum paint, dipped it in a pan, and let it drip-dry. Turned out well.0

I'm not sure, I think silver though. Like "Super-Six" said. A low gloss silver.0
