Sam, he means the fabric stuff that rivets to the cowl, against which the hood fits. "Cowl lacing", really.

For what it's worth, here's a couple of photos of my 71-year-old hood lacing. Had to wait until the weekend to photograph...work keeps interfering with the rest of my life...:cheer:
