Hudson frame chart question

The chart says to locate the top of the frame rails 16" from a level work surface yet the 16" measurement
on the chart shows the 16" measurement from the bottom of the frame rails. Am I looking at this right?

    It's worded incorrectly, but yes, you have it right. Are you checking a frame for twist?

    Tomorrow I am taking the Wasp body to be blasted and cleaned. I will have to do some parameter frame repair and when finished want to check everything with the front frame clip re-installed.
