    Depends on the frame and floor boards.

    Nevada has it right- if this thing isn't rusty underneath, I don't think you'll find a better car to restore for that price. BUT it depends on whether that's the car you want, because like many restorations, you'll have more in it than its worth, especially since its a 4 door and the Packard engine.
