Paul,
I just redid my fuel tank in my 1952 Hornet. I can't be sure that it was the same as the 1954 but I would assume so. Mine appeared after hot tanking to have been painted with the same reddish maroon primer as the underbody and then it had undercoating on it. I would assume that the undercoating was done at the dealer, as the top was pretty much undercoat free and there was none on the top padding strips.

Paul,
When I removed the tank on my 54 Special there was no undercoating or any type of coating on the tank. The only thing on the tank was a couple of felt/jute stips under the gas tank straps. and on the top (3) to keep it from rubbing the body.
