    If no one recognizes it, you might contact the person who keeps the registry of 1938's, and provide your serial number. IF someone bothered to register it with him/her in the past, then at least you'll find the name of one of the previous owners.  When you contact the registrar, please provide some info on this car so that it too will become part of the list.
