You might try a speed shop for an insulated, woven material (similar to aspbestos, which is probably what they used to begin with). I have something like that on my 1937 automatic choke heat tube but doggone if I recall where I got it!0

The parts stores probably still sell choke tube repair kits that have a replacement type of insulation. Doesn't look the same but they can't sell the old asbestos anymore.0

Jim,
The closest I've been able to find is from JC Whitney. It's slightly larger diameter, and certainly a different stiffness material compared to the original stuff, but when it's in place with a 'hog ring' to hold it to the tube, it looks pretty darn close to the original.
