I wouldn't worry too much about torquing to a specific tension on nearly 80 year-old studs. Common sense prevails when working on these beasties, and if torquing down to specified figure, you run the risk of either stripping the thread , pulling the stud out fo the block, or breaking the stud. I just do them up until they feel right. However, if you insist, the standard torque for a 3/8" manifold nut is 20-30 pounds. You can get the torque setting from the '48-'54 manuals, and most of the figures are universal for differing size nuts, studs, and bolts. I can scan the page and email it if you want.
