What goes here? 54 Special
Visualize a 54 Special with the front end off; fenders, grill, radiator, etc. There is a cross member forward of the engine with 3 sheet metal type bolts evenly spaced. Under one of the bolts is the remnants of what looks like fibreglass insulation. Since I don't see why it would take 3 bolts to hold down some insulation, is there a piece which is not there that maybe bolts on to the top of the cross member?

The remnants to which you refer are NOT fiberglass they are infact the fibers that are imbedded in a rubber and fiber cover that should be bolted to that point on the frame. The missing component should be a fiber impregnated rubber cover. If you think about how a bias ply fiberglass belted tire is made.. this cover actually looks like a piece cut from the side wall of this type of tire. Get someone with the cover inplace to make a paper pattern and you can make your own cover.0
