What is this, See pic

When I bought my 54 restoration project, I found this in the trunk. I put it on a shelf and promptly forgot about it. Now that the restoration is nearly complete I am wondering where this goes, if anywhere. It looks to be a shield of some kind and if so where does it mount?.

What you have there is a rare item at this point in time. It is a cover that was basicaly under the drivers feet area. Covered up the master cylinder and brake / clutch linckage stuff. Held on by as I recall 4 small screws it would be removed to do most any maintainance and never put back on,
