removing metal from bottom of inner fenders

i have had the outer ones on and off, on and off. so when i finally feel comfy with the engine i want to get the inner ones on for good. i have been kicking around the idea of removing all the material off after they turn down. i would still be able to have starter solenoid and wiring and the hood brackets. i thought it would make adjusting the valves easier and still visually cover some of tire. was thinking about rolling a bead or flange around cut to give a more finished look. has anyone ever done this or have any ideas? i do have a extra pair so i can go back later if i decide. i kind of hate to hack something good though.
