Pedal to Toeboard cushion and seal

I have a pair of these from K-gap for the 37 Pu pedals. I don't see a way for them to stay in position. Do you glue or screw them to the floor pan or do they just "free float" on the pedal arms? There are no grooves in the outside rim for them to fit the floorpan holes like a grommet does.

They are held to the pedal shaft with a compression spring, a spring not unlike the one that sits behind the door upholstery panel just behind each of the interior door handles. The spring is narrow at one end, wide at the other. The widest portion matches the inside lip of the toeboard seal. The seal travels with the pedal shaft and is held tightly against the underside of the toeboard opening by the spring.

Remove the clutch pedal from the cross shaft lever (required loosening clamp bolt on lever). Slip the robber seal over the shaft on the underside of the pedal, so that the lip side is away from the toeboard. Fit the spring over the pedal shaft so that the large end fits into the lip on the rubber seal (the wide end of the spring will fit right into the seal). Now re-attach the pedal shaft to the cross shaft lever and tighten the bolt. Note that the spring now bottoms out against the cross shaft lever, so that the seal will be held against the toeboard when the clutch is released.

Repeat this operation with the brake pedal.
