I'm trying to figure out why the past owner of my 46 truck put on an electric fuel pump.
I finally got the windshield wippers working, so the vacuum part of the pump is working fine. 18+"
On the fuel pump side I have 6" on the inlet and 4psi on the outlet at idle. Are these readings good or bad?

Those figures seem about right. Was the electric pump in addition to the mechanical one? If so, the previous owner likely did what many of us have done . . . put it there mainly to fill the carburetor bowl after the car has sat for a while and fuel in the carb has all evaporated. Saves a fair bit of cranking to get fuel up to the carb. And of course if there's a failure of the mechanical pump, the electric one will get you home.0

After I posted my question I got off me arse and looking in the book, It says the vacuum should be at 12" I have 6".. My pressure is spot on at 4psi at the outlet.
I was also surprised at the books statment " Required float bowl fill time is 22 seconds of crank time at 60 rpm " So I see what you are saying Park_W.0
