54 Hornet heater valve

Here's my situation; the heat's on all the time. Temp control moves like it should, but makes no difference. The valve does not leak. I took the valve off; when I move the little arm by hand it will stop airflow (blowing through by mouth) through the valve. When I submerged the thermo bulb in the radiator at operating temp I can still blow through it.
What do I do next?

    Are the heater hoses connected properly? If reversed at the heater core it may be allowing hot coolant to go into the core directly instead of through the heater valve.

    Roger, just went out and took a photo of my heater valve, etc. My car is a 51 Pacemaker but should be the same. Notice that the supply (in) hose from the head to the side of valve to the left in picture, curved hose to the BOTTOM of heater core and return hose from the TOP of core back to fitting at water pump. Hope yhis helps.

    Oldfarmer, my Pacemaker has the 56 cam, Jack Clifford headers and intake manifold and the carb is 1979 Chevy Qjet. I installed the stuff on the car for the member I bought the car from. It origanally had a Carter 400CFM 4barrel. I have thought of putting it back on but this has been on it for about 20 years and has worked well even though it can't take advantage when the secondaries cut in. Runs well on the primaries. Average about 19 MPG to and from Gettysburg last year at 68-70MPH. From Rochester NY. Enclosed photo.(taken @ Gettysburg)
