1954 Hudson Hornet Horn button installation

I have all the electrical working and spent the past few days wiring the horn into the system. Took a "WAG" at installing the horn button but it is not working. With out the steering wheel stuff installed the horn honks when I short out the wire to the nut. So, I figure it is in the way that I have installed the parts and the final horn ring. I checked out the various manuals on the HET site and can find nothing showing the order of the assembly so now I need some help. Anyone out there that can give me a hand or provide me with some drawings on how this thing goes together?

Below please find a pic of the horn installation as it was in 53. The clear plastic ring is an insulator. The metal 'handle' or band of the metal basket is lifted by the power wire spring, and thereby holds the basket up off the metal steering wheel hub breaking contact. The 3 screws that pass through the insulator attach to the chrome horn actuator ring. The C clip hold the screws to allow for loose adjustment. When the chrome horn ring is depressed, it pulls on these 3 screws, which pulls the metal basket down until it grounds out on the hub. Correct installation order would be spring, wire/terminal, basket, insulator, 3 screws, c clip, metal band0

Also, I'm not positive about '54's, but earlier horn buttons also used three rubber discs about 3/8" in diameter that went on the inside of the horn ring. Re-building my '52, I noticed that the horn wouldn't actuate properly without those discs in place. It needs to have just the right amount of movement to make it work like it's supposed to.0

OK, first response was that I was missing the "C" Clip. Wrong, the 54 just is different. As I was pressing down the center of the horn button to twist the horn ring it honked?? It does not honk if I press the edge of the horn ring but works fine if I press the center of the horn ring. Not sure if that is the way it is designed; but, I am good with that!!!! Took a bit of a side view so you can see the spring.
Here are a few photos...
