Not necessary but you can if you like. My truck does not have rubber on straps.
It might be nice to have a slight air gap between top of gas tank and bottom of wood bed so rain water can dry out easier. I had a 35 Chevy and when I removed the tank mounted to bottom of trunk like PU tank is mounted to bottom of bed, the tank looked good until I got it off and the tank top was rusted through. I had to cut the top off and make and weld in a new top. The rest of the tank was in good condition.

The other reasons to use a spacer on the straps is to prevent the straps from wearing through the tank and to stop squeaking.0
