How stupid of me ! 2dr sedan. I just wanted to know if kits or plans were even available.

I have never heard of any, in my 44 years with the Club.  There's no "company" that sells them, although possibly there might be something in the Club library.  Other than that, it would be a question of contacting several '31 Essex owners to see if any of them have restore their top rails, and if so, did they happen to make any patterns?  The best way to find these people would either be to consult the Club Roster (if you're a member) or to contact the person who maintains the registry for '31 Essexes.  Many of these people are in a position to know a lot about the cars they register, and know a lot of the owners.  The registry keeper might therefore be able to connect you with someone who has done this sort of work on his car.  You can see a list of registries over at the H-E-T website.
