These can be difficult to get so if you cant get any I have heard people using door edge trim as an alternative. This is made by Cowles Products called ‘Reduced Door Edge Chrome Wrap’ part number 39-320.

Are these trim rings used as a locking ring to hold in the headlight lens?

I don't own a '38, but I suspect that it's similar to the '37.  In the '37 there is a screw at the bottom of the headight shell.  You unscrew the screw about halfway and that unlatches (but does not release) the lens.  You then push inward and down on the bottom of the lens.  The top of the lens starts to pop out of the shell.  You grab that and ease the lens out.  Be sure to place bath towels and pillows on the fender below the headlight, to catch the lens should you drop it.
