Twin H Intake, front carb mount not machines flat?

Took the carbs of my 54 this evening to rebuild them and found the front carb mount has been poorly machined or I’m not really sure what happened here.
Im going to assume this happened long after it left the Hudson factory. How many gaskets should be under the twin H carbs mine currently has like 6 of them and the heat shield as a spacer too.

Four gaskets below the heat shield, and four above.

Maybe someone was feeling lazy and wanted to grind off the remnants of an old stuck-on gasket?0
