35 H8 inlet manifold

This is a 35 H8 inlet manifold, I'm wondering what was the original purpose of the tapped hole that is now occupied by copper/brass plumbing fittings? 

Also I notice there is no drain in the manifold to get rid of excess fuel should it accumulate in the manifold. What do others do? Leave it as is? Tap a fitting and drain tube in the base of the manifold?

    Does anyone have thoughts on the manifold drain part of the question?

    Looking at the bell housing, its only held solidly by the 2 top bolts, the rest of it is pretty much flapping in the breeze, the back plate offers little support. Were bell housing fractures common for this era?
