35 Terraplane front inner bearing seal

Thought I'd check the front bearing on the 35 T. Everything appears well lubed and tight. When I pulled the brake drum off the inner grease seal was loose and could be rotated and remove with ease. I don't see any grease on the backing plate but do see some on the inner surface of the brake drum. The seal goes on first, then the inner bearing. I don't see a way to insure the seal is pressed into the hub other than placing shims behind the seal. Any help would be greatly appreciated. The seal is marked National 40185 which appears to be the leather type. I found NAPA # 15649 as the interchange which is a more modern spring backed rubber type.
