Step down rust issue

I am negotiating on a 52 . I have never owned a Hudson step down. Here are the rust areas. How serious is it?? Thank you

That's hard to answer without seeing the rest of the perimeter frame.....

Rust like you are seeing is an  STRONG  that there is significant rust in the rest of the car.

That's too cool. I've never seen that TSB before. 1978 huh? Who was the target audience then? Original owners or hot rodders? I love the comment, "if you're not familiar with welding"... Maybe more proof more people used to be much more skilled and self sufficient back in the day.
