Probably broken cable. Depending on where the break is, it can be repaired. Usually break around the tension wheel. If that is the case then you can fit a new section of cable in, by using electrical connecting blocks to join the cables. More tricky if it is in the wiper head itself where it goes through the bulkhead. Good luck0

Have you removed the arm to see if the shaft (to which the arm is fitted) itself is turning? Possibly the arm is not fully clipped to the shaft.0

Probably the cable is broken right inside the head. Unfortunately the glove box is in the way so you can't see anything! Do what Jon says, take the wiper arm off and see if the splined hub is turning.0
