Bill most likely the pump shaft has rusted an seized on to the bushing.

You should be able rock it back and forth with vise grips on the end of the

shaft where the genertaor coupling is and free it up that way. If not,

remove the timing cover, camshaft sprocket and chain, and, after removing

distributor and oil pump pedestal, take out the three bolts holding the

water pump housing on to the crankcase and remove the pump. This will

allow you to dismantle the pump and overhaul it. you will probably find

the impeller sloppy on the shaft, and the shaft very worn where the packings

are. You can either metal spray the shaft and machine, gas weld with

wearbraze, or machine up a complete new shaft from the gear back and get it

welded on to front of the shaft and gear assembly. Try freeing up with

large vice-grips first though, and spray lots of penetrating oil into the

front and back packings. Remember the rear packing nut is left hand

thread, so you have to wind it the opposite way to loosen - you are

probably tightening it up instead, and this will of course jam the packing

even tighter on to the shaft. Have fun!
