More on mysterious engine problem

I think I have an electrical problem. Here's why: when I first turn on

the ignition switch, the gas gauge reads empty. If I advance the spark

retard to maximum retard, the meter comes alive. If I reduce the retard,

the gauge goes back to zero. Once the car starts, I can reduce the

retard and it runs fine, with the gas gauge staying in the "on" position.

BTW, I also have a problem with the gas gauge. It reads 1/4 tank no

matter what the gas level. Stuck float? Electrical short connected to

the above problem?

I'm setting out very shortly to do a complete rewiring of the car, with

a harness purchased from YnZ Yesterday's Parts. If there's a short (and

that is not improbable given the overall condition of the wiring), I'll

fix it with that. But how do I access/remove/service the float level

in the gas tank?

Does this provide clues to anyone?
