Well, that would depend on a couple of things. First is the condition of the engine. Is it rebuildable and is it complete. If you need to go buy manifolds or a carb, your investment will go up quickly. The next is how much of the work you are planning to do. If you are going to pay someone to do most of the work, then you might want to buy a finished car. The final question is to verify that both cars are indeed 1929s. The 1928 and 1929 look very similar however a large percentage of the parts do not interchange.  I bought a 1928 coupe out of a barn needing everything and with the help of some members of this group have found almost everything I need to rebuild it. The advantage I have though is I can do the mechanical work and I have a bodyman in the family to do what I can't.
