29 ehaust manifold

in Hudson 1916 - 1929
In working on my dad's new '29 hudson, I find that the "butterfly valve" at the end of the exhaust manifold is stuck. The lever that operates it, is in the forward position... Is the valve open, or closed right now. Thank you for the help.
