Dry Distributor gear

Help please. My Distributor lower gear that is a worm to the Power take off, burned because of lack of oil. The engine was recently rebuilt and I am aftaid there is no oil circulating to the timing chain or distributor gear. Any recommendations. Thanks, Harold
