Mystery Shock?

This Saturday A.M., Jeff Gould & I were loading some parts of the '28 Roadster project into his pickup when we got curious about the single shock included with the parts for this car. The shock is a hydraulic single action lever unit that uses the canvas webbing to connect it to the axle. I always assumed it was correct, but Jeff being the bright spark that he is, expressed doubt. Simple enough to bowl over to the frame and put long held assumptions to the test, a test which revealed no obviously corresponding hole on the frame to mount the unit, front or back.
Is this the correct shock for this car? If so, how does it mount? Also, what is the cast iron bracket that looks like it might hold a fender upright or something similar?
