I have never heard any convincing evidence one way or the other about this. To make matters worse, available examples often indicate contradictory information. It is sad to say, but it's your call and no one can say you are wrong.
My own judgment was to paint major bits of tin the same green as the motor block and minor bits like pulleys and breathers black. I have no specific reasons for it, but have seen many motors by many makers painted that way.
