Just a wide punch, but check that the arm that
controls the mixture worm screw is clamped tightly to the shaft. If it is not,
then it may be that it is idling on the shaft, and not returning it to the
lean position. this is the arm that is connected to the dash knob (choke) bowden
cable.

assembly upside down and lowered the inner tank on top of it. This allowed
whatever was in the lower portion of the tank to align & allow the needle
to go all the way inside.
Seeing there was no change in the running of
the motor running with all of the guts out of the tank, I guess the next item
is the carbie. Some wise fellow long ago pointed out the carburetor is a
French word. It means "leave it alone!" I usually follow this advice, but it
would seem the next place to start now.
Are there things that can be
done with the carbie on the car or should it be removed? I have already
checked that the vacuum bell moves, what else?
