You will have to remove the alloy ring, and replace it with a good quality gasket, around 1/32" thick. The thickness is not too critical, but too thick a one will space the whole assembly further back, and cause slight mis-alignment of the water outlet to the block.

When I assembled the eccentric timing chain setup into my 23 crankcase
I machined up a thin aluminum ring which I thought would seal the
eccentric to the crankcase as I figured a gasket would get chewed up
when adjusting the chain. Wrong!! It leaks oil at an alarming rate.
The parts list for 1926 lists a gasket of a certain thickness but I
cannot make out the thickness on the scanned copy
Alex Burr so generously sent to me. Does anyone know what the
thickness and material of this gasket is supposed to be? I have
reread Geoff's WTN article on this subject but cannot find mention of
it. I had thought of trying an O ring, 3-1/4" ID x 3/32 thick. Has
anyone tried this? I am less than enthusiastic about tearing the
whole front off of this motor and want to get it right this time.
