29 Essex Engine Performance

I just completed a restoration on a '29 Essex Super Six, the owner of the car is concerned about the engine performance. The car starts and runs fine, except it feels like it doesn't have much power past ~40MPH. The owner states that the original literature from the car says it has a maximum top speed of 80MPH.
