1925 Super Six hand brake

Hello,

I have been adjusting the brakes (whilst waiting for a timing chain) and find that that the latches on the handbrake are badly worn and will not engage.

The ratchet curved piece looks to be fine.

I don't understand why there are 2. I can make up a tooth /latch and weld in place, but before i do it would be better if I knew how this brake works with 2 latches.
