Shutter Control

1925 Biddel and Smart 7pass.
I am installing the rod from the shutter control on the dash to the radiator.
I have looked at all the parts books available.
They note a Clevis on both ends of the rod, one on the dash control and one on the rad end.
There is also a silencer for rod on the radiator end, which is noted in parts book as 3/8" hose.
I would like to know what the silencer really is.

For the life of me, I don't understand.
If there are clevis's on both ends with lock nuts against each clevis, how does the rod turn?
It has to turn at least 1/4 of the way to be able to use the dash control.
What am I missing here? Is there no lock nut against the rad clevis and it uses the threads to spin on, hence needing the hose silencer?

I have been on the web for the last month looking at every 25 Hudson picture available.
After I find the fix (hopefully here) there will be pictures of how this works and looks.
