I think it's just to keep dirt and dust from
entering through the gap at the top.

Further
fiddling with my carb - this time the metering pin.  I have three of
these, but only one with what appears to be a leather seal and a brass
retaining cap (pic attached).  I see that the Marvel parts list calls
them packing and packing retainer.

 

What is their
purpose?  My car has run for many years without these
bits.
