Painting Chrome Bumper Emblems

Evening,
In looking at so many 29 Hudsons, most have their bumper emblems painted leaving the triangle, upper and lower raised vertical lines, and surround perimeter chromed and the rest painted (pic). I was curious what was done to get the paint to adhere to the chrome. I tried self etching primer with no luck. There's discussions of using 180 grit to rough up the chrome plate but attempting to focus that level of sanding preserving unpainted spots seems impossible. So there's another way I'm guessing.
Has anyone done this with their emblems?
