29 Sedan Outside Window frames paint

I'm correcting and finishing incomplete body shop painting. I've seen the outside windows frames highlighting painted on some cars and others not.

The latest post of an original painted 29 Sedan, pic below, has the outer window frames so painted. I'm curious if this was the norm or added at customer's request.
