Question on Balancing

Morning Guys,
I'm working on wheels now. Couple of questions....

First off, is everyone using the typical lead wheel weights on the back side of the rim to balance tires on their wheel? What balancing I see was done regardless of the tire.

Also I'd like to marry different spoke wheels to different drums. Simply consolidate my spare wheels and drums into usable. 

Is the spoke wheel weight used for just balancing the spoke or both spoke and brake drum?
