1928 Steering wheel

I assume there is a 1-1/2" diameter tube of sorts that is supposed to go around the hollow shaft that has the steering wheel mounted on it. Are there bearings there?...or is it a bushing that wears against the wheel tube held stationary by the clamp? From pictures on-line, it looks as though the tube goes only half way to the floor. Is that right? I can just make a sleeve from a block of Delrin, unless there is a simple part I can buy somewhere. And I could use part of a chrome plated kitchen sink drain line and make it look fancy for the 1-1/2" tube. What seals up the hole in the floor? Perhaps a boot?
