what is the purpose of the vacuum canister?
i have a 1972 toyota motor in my '28 essex ,
previous owner gave me a bunch of parts, and having a discussion with my buddy,
he said its a reservoir for wipers,
i think i read somewhere. that its some sort of way to bring petrol to the carb,
there is a 6 pack of beer on the line to the correct answer.... if were both wrong,, we drink it anyway....

Vacuum operated fuel pump.0

A 1928 Essex would have a Stewart Warner vacuum tank mounted on the cowl. The purpose was to be a resevour for fuel, to be delivered to the carburator by gravity.
At the top of the vacuum tank, fittings for engine vacuum and fuel inlet AND a tube to supply vacuum to the windshield wiper motor.
1929 Essex had a double venturi booster to supply a more constant supply of vacuum to the wiper motor.

It is interesting think of the possibility for the tank to supply vacuum to the wipers, but the flow of vacuum to the wiper motor appears to be tangently ( partually ) involved with the resevour.
