Fog Light Mounts

So, I have fog lights on my stepdown. It's always annoyed me that they wiggle slightly and you can see it in the beam at night. Mine are installed on the filler panel between the bumper and grill, and that seems to be the cause of the vibration. Is there a better/more sound way to mount these things? I'm curious what others have done.

What about mounting them with large and possibly thick washers to stabilize it?

It seems like the steel filler vibrates just enough to cause the bounce. I may have to reinforce under it. I was curious if I was missing something. That appears to be where they were usually mounted.
