Part of me suspects the guy simply found a tach that has internals that function on a voltage range from 5-16 V or something of the like. A lot of electronics will function on lower voltages than we feed them. I wouldn't be shocked if the "unmodified" one could be dropped in and function if you wire to the system in the right polarity.0
