Inner Fender 51 Hornet

Hi all,
Along the edge nearest the firewall, the inner fender has the holes from a material being stapled in place. Is this rubber or the "felt" like on the lower triangle part of the inner fender? What is the purpose of the material so I can make sure when I put it back in it is doing its intended job.
Thanks,
Ray

Ray if you are a member of the HET club the WTN has an ad for reproduction items made to the factory specs0

So I see them now from Doug, is the piece to seal off any mud or water being thrown up from the wheel or does the rubber go between the inner fender and firewall to prevent squeaking or something like that?

sue fromm has them in the WTN ads0

So I have at least two vendors, but what is its purpose so I can install them correctly? They are not mentioned in either of the body manuals.
