Where do these go... exactly?

Hello all,
I am now in the part of the build where the parts were not on the car when I bought it. So I'd appreciate any help. I know they are for the fender skirt area but curious to where and the role of the "leather" spacer. Thanks all,

The “leather” is not leather, but compressed card board that was used at factory to space out the fender from the frame rail. The metal pieces are mounted to frame to accept the metal “heavy wire” lock on either end of the fender skirts.0

51 Hornet Sedan. Sorry to have forgotten that.
Glowplug I thought it was for the lock as well, unless I am doing this wrong, but this is how I have them in right now.
Is this not correct? I wouldn't know because these were nothing but parts. Thanks again.
