My spare tire tread cover has a loop on one side at the bottom, but has nothing on the other side. How was it hooked together?

For the benefit of others, I have figured it out. The tread cover is not latched at all. Apparently, the loop is just a finger hole to help installation and removal. The face plate is set onto the tire first; then the tread cover is placed around the tire and over the edge of the face plate. there are no bolts, screws or clips holding either piece on - it's just a form fit.
