Bumper Guard Bolts

Ok, I'm about to send out the bumper and bumper gurards out to be rechromed and I am trying to remove the bumper bolts from the guards. Is there a trick to this? I have soaked it in penierate oil and nothing moves. Is the spacer behind the guard around the bolt threaded onto the bolt? Or do I have to use an arbor press?

Just leave the bolts in place. No need to take them out. Will rechrome fine
