I've been reading the excellent website on Ken Cates stepdown site about repairing a frame in a '52 pacemaker convertible. Other than sheet metal changes, is the lower rear quarter of a '54 the same as the '51 in the website?

I believe it's welded in, as opposed to the earlier panels being bolted.

Exactly the same for 48-54. The Sheet metal on the 54 is welded on so to get to the outside of the frame rails you MUST cut away the body panel or disconnect the welds on the rocker panels and quarter panels in a manner that will allow removal.
